Energy Regulatory Commission has presented the activities accomplished in 2016 and the energy sector’s operation reports for 2016 in accordance with the Energy Law, to the Ministry of Energy and license holding companies.
In this Energy Regulatory Commission’s 2016 annual report conference, the following participants were at present, including: Top Officials, Department and Divisions Heads of Ministry of Energy, Chairman and General Commissioner of Energy Regulatory Commission A.Tleikhan, Commissioner D.Bassaikhan, Commissioner E.Tuvshinchuluun, Managing Director G.Erkhembayar, Director of Energy Regulation Department Z.Tsedenjav and other Management Team members. And also Energy Regulatory Commission’s license holding companies’ representatives participated.
Mr. A.Tleikhan Chairman and General Commissioner of Energy Regulatory Commission stated in his opening speech that "In the past year of 2016, Energy Regulatory Commission, Energy License Holding Companies have mainly focused on solving revenues required through Internal Tariff Regulations and concerned on using sector’s internal potential and resources for the operations of energy generation, transmission, distribution and supply. As a result of the above mentioned activities, Energy License Holding Companies’ payables in 2015 was 54.2 billion tugriks, in 2016 these payables were reduced by 12.7 billion tugriks to 41.5 billion tugriks. And also Energy Companies’ paid taxes and fees in 2015 was 156.6 billion tugriks and these taxes and fees in 2016 was increased to 201.4 billion tugriks”
In the financial crisis period, the Energy Regulatory Commission has worked to support consumers and the strategy was to keep the prices and tariffs in stable conditions and moreover with the given directions from the Government, the following decisions were made in the heating season, the Ger district area’s household’s electricity night consumption price was reduced by 50 percent in Central Regions’ 15 provinces and Ger district areas’ household’s electricity night consumption price was reduced by 100 percent in Ulaanbaatar city. Based on the above mentioned resolution from the Commission, 146 thousand households have received 8 billion tugrik’s electricity price discount.
In the year of 2016, Mongolian Energy Sector has generated 5.8 billion kWh electricity, 8.72 million Gcal heat, and imported 1.4 billion kWh electricity and the total sale was 775.2 billion tugriks and the balance net profit was 11 billion tugriks.
Compared to last year, consumer’s electricity supply reliability indices improved and the internal electricity generation has been increased. In 2015 throughout the country, the interruption per consumer was 54 hours and this rate in 2016 decreased to 27 hours per year.
During the Energy Regulatory Commission’s annual report conference, Energy sector operation’s combined summary in 2016, Energy Regulatory Commission’s annual operation report in 2016, and implementation of the New Energy Conservation Law were presented. According to the Mongolian Government Resolution #132 dated February 29th, 2016, the Energy Regulatory Commission’s Regulation was renewed and a new structure was established adding the Energy Conservation Department. The Energy Regulatory Commission, Energy Conservation Department in the past year of 2016, has trained the first Energy Conservation Specialists and 111 companies have been registered as the Designated Consumers and have been given notes.
