CONFERENCE HELD TO AMEND THE LAW ON ENERGY CONSERVATION

     Today, a significant conference was held to discuss the urgent need for amending laws and regulations on energy conservation. The event saw participation from over 70 individuals representing 28 organizations, including the Ministry of Energy, Ministry of Construction and Urban Development, Energy Regulatory Commission, Construction Development Center, and various other related entities in the energy sector. The attendees included experts, auditors, managers' associations, international organizations, and designated consumer representatives.

     The Legal Project of GIZ is collaborating with these efforts, providing essential technical and methodological assistance to enhance the energy conservation law and its legal framework.

 

     Electricity and heat energy consumption have been growing at an average rate of 7-8 percent per year. In the integrated network of the Central region, the peak electricity load reached 1469 MW in 2022 and surged to 1636 MW by December 2023. Additionally, Ulaanbaatar's centralized heat supply consumption has exceeded its installed capacity by more than 40 percent.

 

    This trend of increasing consumption is expected to continue, straining thermal power plants that are already operating at full capacity without spare equipment. Existing sources are unable to meet this growing demand, and the outdated equipment in the electricity transmission and distribution network exacerbates the risk of energy restrictions for consumers.

 

    To address these pressing issues, it is crucial to intensify the implementation of energy conservation policies and achieve better results. Comprehensive measures must be taken across all economic sectors. Amending the Law on Energy Conservation and related regulations is necessary to enhance the role and coordination among stakeholders, including government agencies, industries, companies, and professional energy conservation organizations. Additionally, these amendments should incorporate global trends and best practices to elevate Mongolia's energy conservation standards to a more advanced level.
